"September 24, 2019

The State Department has made a determination approving a possible Foreign Military Sale to Qatar of two AN/AAQ-24(V)N Large Aircraft Infrared Countermeasures (LAIRCM) systems and related equipment for an estimated cost of $86 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Qatar has requested to buy two AN/AAQ-24(V)N Large Aircraft Infrared Countermeasures (LAIRCM) systems to protect two (2) 747-800 Head-of-State aircraft. This proposed sale will include: twelve (12) Guardian Laser Turret Assemblies (GLTA) (6 installed, 6 spares); seven (7) LAIRCM System Processor Replacements (LSPR) ( 2 installed 5 spares); twenty-three (23) Missile Warning Sensors (MWS) (10 installed, 13 spares); Control Indicator Unit Replacements (CIURs); Smart Card Assemblies (SCAs); High Capacity Cards (HCCs); User Data Memory (UDM) cards; initial spares; consumables; repair and return support; support equipment; engineering design; integration; hardware integration; flight test and certifications; selective availability anti-spoofing modules (SAASM); publications and technical documentation; training and training equipment; field service representatives; U.S. Government and contractor engineering, technical, and logistics support; and other related elements of logistics and program support. The estimated cost is $86 million.

The prime contractor will be Northrop Grumman, Rolling Meadows, IL. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale may require the assignment of a U.S. Government and/or contractor representatives to Qatar to provide the field service support as requested."

Egypt – Large Aircraft Infrared Countermeasures (LAIRCM) System for Head-of-State Aircraft

"WASHINGTON, December 29, 2020 -

The State Department has made a determination approving a possible Foreign Military Sale to the Government of Egypt of a Large Aircraft Infrared Countermeasures (LAIRCM) System for Head-of-State Aircraft and related equipment for an estimated cost of $104 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Egypt has requested to buy one (1) AN/AAQ-24(V)N Large Aircraft Infrared Countermeasures (LAIRCM) system to protect one (1) Airbus 340-200 Head-of-State aircraft. Each LAIRCM system consists of three (3) Guardian Laser Turret Assemblies (GLTA), one (1) LAIRCM System Processor Replacement (LSPR), five (5) Missile Warning Sensors (MWS), one (1) Control Indicator Unit Replacement (CIUR), one (1) Smart Card Assembly (SCA), and one (1) High Capacity Card (HCC/User Data Memory (UDM) card. This proposed sale will include: six (6) Guardian Laser Turret Assemblies (GLTA) (3 installed, 3 spares); four (4) LAIRCM System Processor Replacements (LSPR) (1 installed, 3 spares); ten (10) Missile Warning Sensors (MWS) (5 installed, 5 spares). Also included are LAIRCM CIURs; SCAs; HCCs; UDM cards; simple key loaders; initial spares, consumables, and repair/return support; support and test equipment; integration and test support; personnel training, publications and technical documentation; U.S. Government and contractor engineering, technical and logistics support services; and other related elements of logistical and program support. The estimated total cost is $104 million.

This proposed sale will support the foreign policy and national security of the United States by helping to improve the security of a Major Non-NATO Ally country that continues to be an important strategic partner in the Middle East.
The self-protection suite will improve the survivability of the Airbus from missile attack. Egypt will have no difficulty absorbing this equipment and capability into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractor will be Northrup Grumman, Rolling Meadows, IL. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require the assignment of one U.S. contractor representative in an advisory role to Egypt for one base year with two option years to support operator/maintenance system orientation and original equipment manufacturer factory support.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law. The description and dollar value is for the highest estimated quantity and dollar value based on initial requirements. Actual dollar value will be lower depending on final requirements, budget authority, and signed sales agreement(s), if and when concluded."

Leonardo a közelmúltban bejelentette, hogy egyetértési megállapodást ír alá a francia Sabena Technics-szel, aki repülőgépek MRO (karbantartási, javítási és nagyjavítási) szolgáltatója. A megállapodás értelmében a két szervezet közösen foglalkozik a védett személyeket szállító (VVIP) és katonai repülőgépek piacával, különös tekintettel az európai, közel-keleti és afrikai piacokra. A megállapodás értelmében a Sabena Technics a Leonardo Miysis DIRCM-et (Directed Infra-Red Counter Measure) kínálja azoknak az ügyfeleknek, akik fel szeretnék szerelni repülőgépeiket infravörös vezérlésű rakéták elleni védelemmel.

South Korea succeeds in developing missile defense system for aircraft

The directional infrared countermeasures (DIRCM) system emits a laser beam that "blinds" incoming missiles that rely on heat to track their target.

The Agency for Defense Development (ADD) said it carried out initial operational tests and evaluations on helicopters in cooperation with Hanwha Systems from 2020 to 2021.

The State Department has made a determination approving a possible Foreign Military Sale to the Government of Australia of LAIRCM Line Replaceable Units (LRUs) and related equipment for an estimated cost of $122 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Australia has requested the possible sale of AN/AAQ 24(V)N Large Aircraft Infrared Countermeasures (LAIRCM) component systems required to support an ongoing upgrade of its large Air Mobility Platforms, which include C-17As, KC-30As, and C-130Js.

As such, the Government of Australia has requested to buy twenty-seven (27) AN/AAQ 24(V)N Large Aircraft Infrared Countermeasures (LAIRCM) System Processor Replacements (LSPR) (27 installed, 0 spares); and thirty (30) Guardian Laser Turret Assemblies (GLTA) (30 installed, 0 spares). Also included are LAIRCM Control Indicator Unit Replacements (CIURs); Advanced Threat Missile Warning Sensors (ATWs); Smart Card Assemblies (SCAs); High Capacity Cards/User Data Memory Cards (HCCs/UDMs) (installed and spares); Simple Key Loaders; initial spares, consumables, and repair/return support; support and test equipment; integration and test support; personnel training, publications and technical documentation; U.S. Government and contractor engineering, technical and logistics support services; and other related elements of logistical and program support. The estimated total value is $122 million.

This proposed sale will support the foreign policy and national security objectives of the United States. Australia is one of our most important allies in the Western Pacific. The strategic location of this political and economic power contributes significantly to ensuring peace and economic stability in the region. It is vital to the U.S. national interest to assist our ally in developing and maintaining a strong and ready self-defense capability.

The proposed sale will improve Australia’s capability to meet current and future threats by providing modern protection for large air mobility platforms. These countermeasures are crucial to defeating modern threats. Australia will have no difficulty absorbing these articles into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractors will be Northrup Grumman Corporation, Rolling Meadows, IL; and The Boeing Company, Long Beach, CA, and San Antonio, TX. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require the assignment of 0.5 Full-Time Equivalent (FTE) additional U.S. Government representatives and 0.5 FTE U.S. contractor representatives to support Australia from the U.S.
for a duration of five (5) years to support program management and engineering activities necessary to field and sustain LAIRCM on multiple Royal Australian Air Force platforms.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law. The description and dollar value is for the highest estimated quantity and dollar value based on initial requirements. The order comprises 16 AMPS (Airborne Missile Protection System) sensor solutions. The order value is in the double-digit million range. With the delivery, HENSOLDT is providing the Ukrainian armed forces with modern equipment required by current events. The Czech system integrator LOM PRAHA is planned as the equipping company.
The Airborne Missile Protection System is a flexible, self-contained self-protection system for helicopters and fixed-wing aircraft. Its modular design allows AMPS to be easily configured to specific operational requirements and for different mission profiles. Parts of the "AMPS" sensor solution are the Missile Launch Detection Sensor (MILDS), an Advanced Control and Display Unit (ACDU) and the Active Acknowledgement System (MACS), which determines the range and speed of detected missiles and eliminates false alarms. The existing Counter Measure Dispensing Systems (CMDS) on the helicopters can continue to operate with the current AMPS configuration.

US Navy Seeks New Active Expendable Decoy to Protect Aircraft...

The Navy currently uses the RT-1489/ALE Generic Expendable (GEN-X) as its main active dispensable decoy. The GEN-X is a small air launched decoy that provides end-game off-board jamming against guided missiles.
The system uses gallium arsenide monolithic microwave integrated circuits, which allow it to be user programmable to a limited extent. The gallium arsenide integrated circuits also allowed the system to be miniaturized without sacrificing performance. Thus allowing it to be launched from the AN/ALE-39 Countermeasure Dispensing Set, which is mainly used to launch chaff and flares.
