Mert ez egy a partiőrsgnek szánt járőrhajó átalakítva, ami egyszer már alkalmatlanság miatt elhasalt a fregatt tenderen (amin a FREMM nyert), csak gondolom nem lehetett lenyomni a torkukon, hogy ne amerikai hajót vegyenek (pedig annak is már csak névben volt köze a FREMM-hez), így inkább vesznek alkalmatlant, de amerikait.
