Romania – Naval Strike Missile (NSM) Coastal Defense Systems


WASHINGTON, October 16, 2020

The State Department has made a determination approving a possible Foreign Military Sale to the Government of Romania of Naval Strike Missile (NSM) Coastal Defense Systems (CDS) and related equipment for an estimated cost of $300 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Romania has requested to buy two (2) Coastal Defense Systems (CDS) consisting of: up to ten (10) Link-16 Multifunctional Information Distribution System - Joint Tactical Radio Systems (MIDS-JTRS). Also included are two Coastal Defense System Fire Distribution Centers; four Mobile Launch Vehicles; Transport Loading Vehicles; Naval Strike Missiles; non-operational Inert Handling/Loading Missile (IHM) to support missile handling and loading/unloading; training missile and equipment spares; associated containers; training and training equipment; publications and technical documentation; spares parts; loading and mobile maintenance support; U.S. Government and contractor engineering, technical, and logistics support services; and other related elements of logistical and program support. The estimated total cost is $300 million.

The proposed sale will improve Romania’s capability to meet current and future threats by improving Romania’s maritime defense capabilities in the Black Sea and increasing interoperability with the United States. Romania will use this long-range, precision strike weapon to enhance mission effectiveness, survivability, and NATO interoperability in current and future missions and operations. Romania will have no difficulty absorbing this equipment and support into its armed forces.

The principal U.S. contractor will be Raytheon Missile and Defense, Tucson, AZ. There are no known offset agreements proposed in connection with this potential sale.

Implementation of the proposed sale will require U.S. Government and contractor personnel to visit Romania on a temporary basis in conjunction with program technical oversight and support requirements, including program and technical reviews, as well as to provide training and maintenance support in country.

Raytheon Missiles & Defense, Tucson, Arizona, was awarded a $208,736,138 firm-fixed-price contract for the Naval Strike Missile Coastal Defense System for the Republic of Romania. The contract includes options that, if exercised, would increase the total value to $217,136,549.

The work will be performed in Kongsberg, Norway (60%); Tucson, Arizona (34%); Schrobenhausen, Germany (2%); Raufoss, Norway (1%); and various other locations each less than 1% (3%), and is expected to be completed by September 2028.

The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Latvia has requested to buy a Naval Strike Missile Coastal Defense System (NSM CDS), including tactical, telemetered, and training missiles; containers; mobile operational platforms; integration equipment; ordnance handling equipment (OHE); training equipment and aids; technical publications and data; training; spares; U.S. Government and contractor technical and product support or assistance; and other related elements of logistical and program support. The estimated total cost is $110 million.

This proposed sale will support the foreign policy goals and national security objectives of the United States by improving the security of a NATO ally that is an important force for political stability and economic progress in Europe.

The proposed sale will improve Latvia’s capability to meet current and future threats in the Baltic Sea maritime domain. Latvia’s increased coastal defense capability and interoperability with U.S. and NATO armed forces will contribute to both U.S. and Latvian defense and security objectives in the Baltics. Latvia will have no difficulty absorbing this equipment into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractor is to be determined. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any U.S. Government or contractor representatives to Latvia.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Latvia and USA Ink NSM Coastal Defence Systems Procurement Deal...

Latvia entered into a $105 million agreement with the United States on Friday, December 8 to purchase the “Naval Strike Missile” system (NSM) manufactured by U.S. company Raytheon and Norwegian company Kongsberg, the Ministry of Defense (AM) reported.
Significant financial support for the purchase of anti-ship missile systems is provided by the U.S., covering 70% of the total contract amount, while Latvia covers 30%.

Kongsberg signs new contract for Naval Strike Missiles to Spain...

The Spanish Navy has today awarded Kongsberg Defence & Aerospace (KONGSBERG) a contract worth EUR 305 million for the delivery of Naval Strike Missiles (NSM). The first ship class to be equipped with NSM is the F-110 class frigate, which is currently under construction by Navantia. The missiles are intended to be deployed on the F-100 frigates during their Mid-Life Update, as well as on future ships.

The State Department has made a determination approving a possible Foreign Military Sale to the Government of Bulgaria of Naval Strike Missile Coastal Defense System and related equipment for an estimated cost of $620 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Bulgaria has requested to buy a Naval Strike Missile Coastal Defense System (NSM CDS), including three (3) Link-16 Multifunctional Information Distribution System – Joint Tactical Radio Systems (MIDS-JTRS) and the following non-MDE items: tactical Naval Strike Missiles (NSM); inert NSM handling; telemetered NSM; operational, inert NSM; mobile fire control centers with associated communications equipment; mobile missile launch vehicles with associated communications equipment; NSM transport loading vehicles; NavStrike-M Global Positioning System receiver; operator trainer consoles; Simple Key Loaders (SKL); and associated support including but not limited to technical publications, training documentation, technical data packages, support equipment, software support spare parts, training, training simulators, integration services, and U.S. government and original equipment manufacturer technical assistance; and other related elements of logistics and program support. The estimated total cost is $620 million.

This proposed sale will support the foreign policy and national security objectives of the United States by helping to improve the security of a NATO Ally that is an important force for political and economic stability in Europe.

The proposed sale will enhance Bulgaria’s capability to meet current and future threats by providing a credible force that is capable of deterring adversaries and participating in NATO operations. The proposed sale will support its goal of improving national and territorial defense as well as interoperability with U.S. and NATO forces. Bulgaria will have no difficulty absorbing this equipment and services into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractor will be Kongsberg Defence and Aerospace AS, located in Kongsberg, Norway. At this time, the U.S. Government is not aware of any offset agreement proposed in connection with this potential sale. Any offset agreement will be defined in negotiations between the purchaser and the contractor.

Implementation of this proposed sale will require the temporary duty travel of three to five U.S. Government and contractor representatives to Bulgaria for a duration of up to five years.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

The description and dollar value are for the highest estimated quantity and dollar value based on initial requirements. Actual dollar value will be lower depending on final requirements, budget authority, and signed sales agreement(s), if and when concluded.
