As someone who knows in detail some of the modernization programs of the Romanian army and understands each program in the bigger picture.
Firstly, Romania's defence strategy
is facing east, secondly, it is more precisely tasked with protecting the Sinmultaneus incursions from the Black Sea and Moldova targeting Bucharest. The so-called "Focsáni Gate" (also known as a mountainless area between the Arch of the Carpathians and the Black Sea), as the rest of the mountain border can successfully hold up a larger and more advanced opponent for months. Thirdly, all procurement programs have very specific roles:
1) A HIMARS launcher with a range of 300,000 is required for the accurate destruction of Russian s400 radars.
He's not going to attack Budapest or anything else, because he's 10-20 meters away from his blast radius. Enough for an S400 radar station, but not enough for two houses.
So stay calm.
2) It took a very poor cost/performance Patriot to protect Deveselu Anti-Ballistic Installation and Romanian Defense Organizations against ballistic missiles.
Romanian designers see that many missiles are approaching them as the situation gets hot. (Therefore, the PAC-3 version, which is designed with this role in mind, at the expense of the anti-aircraft role). It does not threaten neighbors, since most missiles are of short-range ballistic type. We needed a community with the U.S. forces.
Other programmes are now less discussed because no contract has yet been
concluded. (Attack helicopters for Russian armoured personnel in Dobrogea, NSM anti-ship missile to prevent landings off the coast of Crimea, etc.) All these new "games" are the result of American war games and planning, which described the minimum equipment needed for Romania to keep Russia at a stalemate for a few days or weeks at the "Focsani Gate"

In conclusion, Romanian designers think almost no of Hungary or other neighbors at all, they are just trying to find a way to withstand a full-scale attack for 2 weeks.
