Igazság szerint a HM alfejezetei (értsd: a Sport területeit ideértve ) közötti átmozgatáshoz is Közlönyt igénylő módosítás kell.
Nyilván szabad kezük van, de ezt nem lehet fű alatt.

"Gulyás Gergely elmondta, mintegy négyezer fős lesz a határvadász egység a rendőrségen belül, először 2200 határvadászt vesz fel a belügyi tárca. A határvédelmet a rendőrökkel együttműködve a határvadászok fogják ellátni – ismertette, megjegyezve: ez tehermentesíti a katonaságot és többen fogják védeni a magyar határt. Hozzátette: a költségvetési forrásokat a honvédelmi alapból biztosítják majd."

b) az általános rendőrségi feladatok ellátására létrehozott szerv állományába tartozó szerződéses határvadászokra vonatkozó szabályokról szóló 244/2022. (VII. 8.) Korm. rendelet végrehajtása érdekében – a Magyarország déli határszakaszán megnövekedett és elhúzódó illegális migrációs nyomásra tekintettel – a hivatásos rendőri állomány leterheltségének csökkentése érdekében határvadászok állományba vételéhez és foglalkoztatásához szükséges többletforrás biztosításával
a központi költségvetés LI. Honvédelmi Alap fejezet terhére;
2. felhívja a belügyminisztert, hogy
a) gondoskodjon az 1. pont a) alpontja szerinti illetményfejlesztés végrehajtásához szükséges miniszteri rendeletek előkészítéséről,
b) az 1. pont b) alpontja szerinti feladathoz kapcsolódóan a határvadászok illetmény-, és pótlékrendszerére vonatkozó szabályozást oly módon készítse elő, hogy a határvadászok tényleges illetménye a garantált bérminimumot meghaladja, valamint a határvadász állományon belül a jelentős fizikai igénybevétellel járó, magasabb felkészültséget igénylő feladatot ellátók részére magasabb összegű pótlék biztosítására legyen lehetőség;

7. felhívja a pénzügyminisztert, hogy – a belügyminiszter bevonásával – gondoskodjon az 1. pont b) alpontja szerinti feladat végrehajtásához 23 456 945 920 forint többletforrás rendelkezésre állásáról a 2023. évi Kvtv. 1. melléklet XIV. Belügyminisztérium fejezetében;

Tehát a felállításhoz (felszerelés + az idei fizu) veszik csak igénybe a Honvédelmi alapot. 2023-tól pedig a BM fejezet alá kerül az egész hóbelevanc.
Nem véletlen, hogy a BM-mel dolgoztatják ki a juttatási rendszert, mivel '23-tól az ő dolguk lesz.
Ne feledjük, hogy a Hatrávadászok miatt a HM-nek csökkennek a költségei, mivel elvileg kevesebb katona van a határon.
Tehát logikus, hogy a HM is beszálljon a buliba.
